Ever since Congress has actively been threatening Federal Employees (Active and Retired) I have been on the war path with Congress and Have been recruiting Active Employee and asking them to join our association (National Active and Retired Federal Employees Association (NARFE)).
The more folks that join us the more voices we have to fight for our Health Care and Retirement Funds.

NARFE is Moving Forward

NARFE is being very progressive when it comes to electronic data and today's interactive media.

In keeping with the times, NARFE has made available online blogs and interactive forms which represent less paper waste, online NARFE pamphlets, the GEMS (Global Email Messaging System) Hotline which is a downloadable newsletter, email, and messaging service, and we are asking each member to get involved electronically. This, however, is proving to be the hardest task as some of the older members aren't as computer-savvy. This is second only to recruiting young Federal Employees.

In Kentucky where we are located, each Chapter has a blog which is used to provide their members of meeting information, fond memories, and photo gatherings.

I wrote my Congressman this Morning

Good Morning. It is cloudy outside this morning in our area of the planet earth; it is peaceful here.

Mom is off work and we are taking our van in to have a mechanic change the oil and replace a turn signal bulb.

We are going to make some tomato sauce and freeze it today. We have maybe 5 gallons of tomatoes out there ready to be picked. Our second summer and great rains made them mature and swell.

Time for a cup of coffee.

The coffee is great; yesterday mom and I went to our NARFE Fall Roundup to learn what is in store for us in the future and what has transpired in the last 30 years.

What is great is the fact that so many of us at the NARFE meeting are people that are strong and not willing to give up the ship just yet. We are strong fighters now that we are retired; they were great workers at one time but now we as a group fight for our rights and what we have earned. We are not willing to let some youngster with a swelled Congressional head take our retirement funds away from us without a fight.

NARFE Deplores Plan to Cut Earned Federal Civilian Retirement Annuities

National Active and Retired Federal Employees Association (NARFE) President Margaret L. Baptiste denounced proposals made by House Republican leaders to reduce the retirement annuities of federal workers and require them to work longer to receive their full earned annuity.

The proposals, set forth in a policy agenda released on June 4 by Minority Leader John Boehner (R-OH) and Minority Whip Eric Cantor (R-VA), recommend that the federal civilian annuity calculation be based on the highest five years of salary instead of the highest three years. The nonpartisan Congressional Budget Office (CBO) estimates that “the average new Civil Service Retirement System (CSRS) retiree would receive about $1,250 less in 2008 and $6,530 less over five years than under current law.”

In addition, the Boehner/Cantor paper recommends that federal civilian employees not be afforded their earned annuity until they reach age 62, under any circumstance. Currently, employees can retire at age 55 if they have 30 or more years of service or at age 60 if they have 20 or more years of service. Federal public safety employees are required to retire by age 57, and air traffic controllers must retire by age 56.

“Not only would these proposals dishonor the government’s obligations to its workers, but it also makes public service a much harder sell to the highly talented and skilled individuals needed to take on the challenges of recovering from an unparalleled economic upheaval, fighting two wars and defending the homeland,” Baptiste said. “The federal government should serve as a model to other employers and should not be a part of the mindless race to the bottom, which has contributed to the growing number of employees without adequate retirement savings or health insurance.”

Baptiste concluded, “Federal workers and annuitants have dedicated their careers and continue to give so much for our nation and our ideals. NARFE urges the Congress not to demean their public service by reducing the retirement and health benefits that are rightfully theirs.”

What is NARFE?

NARFE’s mission has remained the same since 1921: To preserve and enhance the retirement
benefits of federal retirees, employees and their families.

Our current legislative agenda focuses on:
1. Protecting existing retirement and health benefits while Congress attempts to deal with high federal budget deficits;
2. Fighting the growth of controversial “Health Savings Accounts,” which could make comprehensive health plans more expensive;
3. Extending the “Premium Conversion” rights of federal employees to federal annuitants, so they, too, can pay their Federal Employees Health Benefits Program premiums with nontaxable
dollars and save hundreds of dollars each year; and,
4. Repealing the Social Security Government Pension Offset (GPO) and Windfall Elimination Provision (WEP)—two provisions that can substantially reduce the expected Social Security income of certain retired federal workers.

Luckily, NARFE has a lot to report. Here is a roundup of some of the Association’s most recent
legislative accomplishments on your behalf.

Fending Off Budget Reductions

2007 The President’s FY 2008 budget included a reduction in government Federal Employees
Health Benefits Program (FEHBP) contributions for certain future retirees. It also advocated
expanding Health Saving Accounts in the FEHBP. NARFE was instrumental in eliminating these
items from the final congressional Budget Resolution.

2006 The Senate Budget Committee approved a bill that required automatic reductions in federal civilian and military retirement benefits. NARFE saw to it that no further action was
taken.

2006 NARFE persuaded the House Education and the Workforce Committee not to reduce
federal workers’ compensation benefits after the House version of the FY 2007 Budget Resolution instructed the committee to cut entitlement programs
by $1.3 billion.

2005 Congress proposed to cut federal civilian retirement benefits (including the FEHBP and
cost-of-living adjustments) by $2.3 billion from the FY 2005 budget. NARFE, with the help of
friends in Congress, was successful in having this proposal dropped.

2004 Amendments were proposed to require automatic reductions in federal civilian and military retirement (but not Social Security). The cut in civilian retirement over the next 10 years could have been as much as $99 billion, drastically reducing FEHBP and other federal retirement benefits. Strong opposition from NARFE defeated the proposal.

2003 The House Budget Committee called for cutting federal civilian retirement benefits by $38.3 billion. NARFE, with the help of friends in Congress, succeeded in stopping this proposal.

2002 The House Budget Committee proposed requiring federal agencies to pre-fund post-retirement FEHBP premiums and pay the full normal cost of federal civilian retirement benefits. This would have created an artificial funding crisis that would have undermined the health security of federal employees and annuitants. NARFE persuaded the Committee to withdraw this proposal.

1997 Legislation that would have required automatic spending cuts in programs such as federal
civilian retirement, if total spending exceeded certain limits, was defeated after NARFE, with bipartisan assistance, persuaded Congress to reject this bill. There has been no legislated reduction in civil service retirement benefits in more than a decade. Despite years of budget deficits, major natural disasters, a changing world economy, terrorist attacks at home and wars abroad, our earned benefits have remain untouched because NARFE, backed by activist members and supportive members of Congress, has acted as a deterrent against adverse
proposals.

Enhancing FEHBP

2003 NARFE was instrumental in having legislation passed that protects the prescription drug coverage of the FEHBP for Medicare-covered annuitants.
1997 Through NARFE’s efforts, the “Fair Share”
FEHBP government contribution formula was added to the year’s Balanced Budget Act, saving the average enrollee $164 (self-only) to $326 (self-andfamily)in premiums the first year alone.

Additional NARFE Accomplishments

* Pay Parity was passed on March 31, 2004, and has been maintained.

* Legislation was enacted December 23, 2004, to offer federal workers and annuitants
separate dental and vision insurance.

* Federal Long Term Care Insurance became law in December 2003.

* The NARFE-endorsed Patients’ Bill of Rights was implemented in 1998.

* A proposal to eliminate the annuity portion of the Federal Employees Retirement
System (FERS) was defeated in 1998.

Federal health care and retirement benefits are always vulnerable, particularly with a budget deficit. NARFE is celebrating its 34th anniversary Crittenden County's local chapter of National Active and Retired Federal Employees Association, or NARFE, will next month celebrate its 34th year as a charter member of the organization. Chapter 1373 joined NARFE on Aug. 8, 1974, with eight of the 19 members mentioned as signers of the charter being employees of Lock and Dam No. 50 community. The signers of the charter were John W. Chandler, president; Forrest B. Hamliton, vice-president; Harold C. Rankin, secretarytreasurer; William C. Alvis; William R. Belt; Rena E. Bliss; James D. Carnahan; Ralph M. Conway; James I. Flanary; Iva E. Ford; Hughey E. Hodge; Clifton R. Hughes, Thomas E. McDowell; Louise C. Orme; Earl W. Rankin; Irene Rankin; Madileen Small; Ollie J. Sturgeon; and Velda M. Sturgeon.
Our monthly meetings of Crittenden County Chapter 1373 of the National Active and
Retired Federal Employees (NARFE) will recognize and celebrate those United States citizens who are dedicating their working lives in the service of their country or who have retired from
Federal service, and continue to fight for their rights by being members of NARFE. We believe that working for the betterment of this country is the proper thing to do.

The Community Health Fair held at the City of Marion Commons was a great success for our Local Chapter 1373 of The National Active and Retired Federal Employees Association.
Chapter 1373 created a website for the Crittenden County Coalition for a Drug-Free Community and we wanted the community to know about the Drug-Free Coalition and this health fair did that rather well.
I also promoted the Wicket Lock and Dam website featuring Lock and Dam 50 in Crittenden County which was also created by Local Chapter 1373.
Local Chapter 1373 also created the NARFE Kentucky Federation of Chapters Web Site.

Pearl O. Smith, 98, passed away Sept. 5, 2007.

Pearl was the daughter of William Edgar and Ella
(Tilford) Smith. She graduated from Lockyear Business College in
Evansville and attended George Washington University in Washington
D.C.

On vacation in Washington, she secured employment in private business
and remained. Two years later, she received Civil Service appointment
to a position in the Federal Government. There she was employed for 37
years as administrative assistant and executive secretary to eight
successive directors of the Federal Mediation and Conciliation
Service.

In 1951, the White House personnel office requested that Pearl be
loaned to the President's Commission on Internal Security and
Individual Rights, of which Fleet Admiral Chester W. Nimitz (retired)
was chairman. She was secretary to Admiral Nimitz and the Commission.
At the end of a year, she returned to FMCS. That agency bestowed on
her its highest honor, the Distinguished Service Award.

A member of the Daughters of the American Revolution, Pearl served as
regent of her chapter for three years. She was a member of the
National Presbyterian Church in Washington, D.C. A member of several
genealogical societies, the University Women's Club, the Marion
Women's Club and she was a Kentucky Colonel.

Pearl's main hobby was genealogical research, and she researched,
wrote and published the history of four of her ancestral families. A
keen interest in history prompted her to spend twelve vacations
traveling in Great Britain, Europe and the Middle East. She returned
to her native Kentucky in 1992.

Marion Café. Featured speaker will be Brandi Hagan, board member of the Crittenden County Coalition for a Drug-free Community. She will be presenting a short program beginning at 12 noon to raise awareness about this organization. The Coalition is dedicated to distributing information and raising funds to assist those struggling with drug addiction and/or alcohol abuse. New IRS Filing Requirement for Chapters and Federations

The e-Postcard (Form 990-N)

In July, the IRS began sending NARFE chapters and federations letters regarding new filing requirements that take effect in 2008. The IRS expects to mail the letters over a period of several months, finishing in December. If you have not received such a letter, you will soon get one. The letter does not require immediate action. It is informing you of new filing requirements for next year—2008!

The letter has your chapter or federation’s Taxpayer Identification Number (TIN or EIN) in the top left corner. Yes, all chapters and federations have EIN numbers. It is important that you know your organization’s EIN number.

What the letter says is that beginning in 2008, small tax-exempt organizations, such as NARFE chapters and federations, that previously were not required to file returns will be required to file an annual electronic notice, Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990-EZ. Organizations that do not file the notice will lose their tax-exempt status.

If you file a Form 990 or 990-EZ (short form), you will not need to file a 990-N.

Local 1373 Supports the USDA Service Center in Crittenden County

Local officials will hold town meeting Friday

Crittenden County's USDA Service Center on East Bellville Street is scheduled to close as a result of a statewide restructuring prompted by budgetary cuts.

Crittenden's office was spared closure in 2005 during a previous restructuring, but now it is scheduled to consolidate with the Livingston County office with all services moving to Salem. The move requires the approval of NRCS's national headquarters and won't take effect for two years. Still, local leaders are upset about the plan, and will hold a town hall meeting at 7 p.m., Friday at the courthouse.

The USDA Service Center provides various services for farmers and landowners. It administers government conservation and farm subsidy programs among a vast array of other things.

According to U.S. Census figures, Crittenden County has 698 farms and Livingston County has 518.
According to Kentucky's NRCS website, 41 county offices will be closed. In most cases, the office with the smaller workload will be consolidated into the office with the larger workload. That, however, is not the case in Livingston and Crittenden counties. A map of county-by-county workload shows Crittenden with a larger workload based on the number of applications in all programs.

By comparison, there are seven employees in the Marion office and five in the USDA office at the Tambco Center in Salem. Three FSA employee, including Susan Champion, the district supervisor, spend time at both offices.

The Crittenden County USDA office houses the Natural Resources and Soil Conservation, Farm Service Agency, Crittenden County Conservation District and a Kentucky Department of Fish and Wildlife Resources office.

The Kentucky NRCS website has this to say about the restructuring: “It is a good business decision. The plan matches personnel to workload, and budget. With reduced budget projections it’s a necessity.”

The website says eliminating 41 offices statewide translates into an annual savings of more than $500,000. The site says the intent is to get rid of “bricks and mortar” (offices) rather than employees.

The restructuring plan calls for maintaining current personnel numbers. “We need to keep it open,” said Beverly Herrin, Crittenden County Conservation District chairman. He said Marion is the center of commerce for Crittenden Countians and seldom do residents go to Salem for other business.

Herrin compiled a list of reasons the consolidated offices should be located in Marion, and they include the following:

•Crittenden is a larger county and has more NRCS employees.

•The office in Marion is large enough to house both the Livingston and Crittenden offices.

•Salem is not the county seat of Livingston, but Marion is the county seat of Crittenden.

•Administrative work has been performed for both Livingston and Crittenden counties’ FSA offices at the Marion location for the last seven years.

•There is no city police protection in Salem.

Herrin said he doesn't know whether someone is pushing closure of the Marion office or why the state decided to close Crittenden’s office.

“I suggested they close Livingston’s office, sending people south of the Cumberland River to McCracken County and the others to Marion, but that didn't go over at all,” Herrin said. “It didn't make sense to them.”

Herrin says bringing Livingston County's office to Marion would be less disruptive, as there are more agency employees in Marion than in Livingston County.

Ian Young, director of the NRCS office in Salem, would not comment on the restructuring. “We're just here, we don't have any say in it,” Young said.

Lois Jackson, public affairs specialist with the Kentucky USDA NRCS office in Lexington, said the restructuring plan does not specify exactly where in Livingston County the new consolidated office will be located.

“At the point that USDA is ready to advertise for new space to combine the two locations, we will evaluate exactly where in Livingston County the office would best serve the agencies,” Jackson said in an email to The Press. “The workload and customer service area of all USDA agencies is the determining factor.”

Asked why Crittenden's office will be consolidated in Livingston County since its workload is higher, Jackson said the state restructuring plan also took into account
travel patterns.

Conservation districts, according to the NRCS web site, may remain in each Kentucky county; however, that is not financially possible in Crittenden County without support of the fiscal court, Herrin said.

The conservation district uses space within Marion’s USDA service center and in exchange provides employee assistance within the NRCS office.

February was the 1st month at our monthly meetings of the Crittenden County Chapter of the National Active and Retired Federal Employees Association (NARFE) that we used a online computer at our meetings. As the photo shows we were very active in writing our letter to our area Congressional leaders. We did voice our thoughts about the issues facing our local active and retired Federal employees.

William E. Arflack and Willa Belle Arflack of Marion, KY., who celebrated their 60th wedding
anniversary Feb. 22, 2007. They were married in Marion in 1947. They owned and operated one of the first TV and appliance stores in Marion for several years along with raising and showing champion Fox-trotting show horses.
Mr. Arflack retired from the U.S. Postal Service as a rural letter carrier, and Mrs.Arflack
retired from the local Production Credit Association office in Marion. Mrs. Arflack enjoys
gardening as a hobby, and is a member of the local Home-makers Club. Mr. Arflack, a World
War II veteran, is an accomplished stained glass window maker.
They have been members of Marion Baptist Church for over 50 years.
Mr. Arflack is the son of the late George and Deedie Arflack. He was raised in the Mattoon area.
Mrs. Arflack is the daughter of the late Ray and Dezzie Horning. She was raised in Marion.
They raised three children, the late William Ray Arflack, Mary Jo Delaney of Louisville and
Donald G. Arflack of Marion.
They have two granddaughters, three step grandchildren, and three step great grandchildren.
The couple resides in Marion where they have lived at the same address for 50 years.
